One of the headlight lenses on this restoration is cloudy . Can this be fixed?

I've used a thin coat of Tamiya clear Smoke with some success. I depends on if it is cloudy from glue or age. Paul

If you have a good supply of wet/dry sandpaper you can sand it out using progressively finer grits of sandpaper with lots of water . When you get down to 1000-1500 grit you should be able to polish it the rest of the way or spray some clear on it .
Depending on whether it's damaged from model cement or has fogged from CA glue will determine how coarse a grit to start with .
