I was thinking strips of tissue paper held in place with thinned white glue. I really want the texture right.
Any ideas?

Look at white medical tape, i use it for supercharger belts.

Scott, Ironhead's idea is the way to go. White medical tape comes in several sizes and textures. Find the texture that you want to use, paint it flat black and dry brush it to get the look that you are after. Ratrod and give your the total low down on the process as that was what he used for the exhaust on his 101 bike.

Scott, since your as meticulous as I am about scale realism, I use J&J FirstAid All Purpose Cloth Tape. It has the correct texture, and if you cut it the right width, it seems to work in different scales. I cut it 1/4" for 1/12 scale, and I think 1/8" would be perfect for 1/25. Stretch it tight, and when your done wrapping, I cut the frays off with the side burn trimmer on my electric razor. I shoot some black primer, then some Krylon semi flat black. When dry, try drybrushing it with Testors steel......looks like this when done......
