Okay - my guess is that you need to float on a couple more coats of primer, sand it baby's butt smooth, then spray a coat of primer/sealer on. It should seal the more porous filler and keep any solvents left in the putty from coming through.

roof lol. by sealer primer what exactly do you mean i have heard about the 2 part by dupont but thats out for me. i saw a self etching primer at a car parts store dupli color i think with a green cap is this what you had in mind? THANKS again rob

No, etching primer is meant for application on bare metal - it "etches" into the metal to get a good bite. Look around - I know there is spray can primer/sealer available.
